The journey towards developing a robust and resilient national cyber security strategy is a long one and one which requires building trusted and valuable partnerships to ensure success.
It’s with this in mind that we’re particularly delighted to have supported Ecuador in the development of the country’s National Cybersecurity Strategy, which was launched in Quito on June 16th.
Since 2018, Cyber4Dev has worked closely with colleagues in Ecuador to achieve this milestone.

This Thursday, June 16, the Minister of Telecommunications and the Information Society, Vianna Maino, presented the National Cybersecurity Strategy, a modern tool that sets guidelines to strengthen the country’s cybersecurity, both for the public and private sectors.
The document has high international standards since for its preparation it had the technical advice of the Cyber Resilience Project for Development of the European Union Cyber4Dev and the Cybersecurity program of the Inter-American Committee against Terrorism of the Organization of American States. The Strategy had the contribution of more than 170 actors from the private, academic, public sector and cybersecurity experts; as well as representatives of the National Cybersecurity Committee, a body created in the current Government and that brings together the Ministries of National Defence, Government, Foreign Affairs and Human Mobility, the Strategic Intelligence Centre and the General Secretariat of the Public Administration of the Presidency .
The Strategy has six axes of action that cover current and priority issues for the country: Governance and national coordination; Cyber resilience; Fight against cybercrime; National cyber defence and cyber intelligence; Cybersecurity skills and capabilities; and international cooperation.
In her speech, the Minister emphasized that strengthening cybersecurity positively impacts other fields such as economics and production. “This is an issue of vital importance for the Government of President Guillermo Lasso, we are aware that safeguarding citizen and State security in cyberspace is a global trend with no return, from which Ecuador cannot be separated.”
This milestone is added to other actions that the Government of the Meeting promotes, such as Ecuador’s accession to the Budapest Convention, a multilateral instrument to combat crimes and digital crimes, Minister Maino said.
In addition to Minister Vianna Maino, the event was attended by Merili Soosalu, Regional Leader and Coordinator for Latin America and the Caribbean of the Cyber4Dev Project;
Mariana Jaramillo, officer of the Cybersecurity Program of the Inter-American Committee Against Terrorism, of the OAS, and virtual channel of Alison Trepel, Executive Secretary of the Cybersecurity Program, of the Inter-American Committee against Terrorism of the OAS.
