Last week, we had the immense pleasure of hosting a high-level delegation from Ecuador to Tallinn, Estonia, where our experts and partners RIA developed and provided a comprehensive and thorough programme of events, telling the story of Estonia’s emergence as the world’s leading digital society.

From the Government of Ecuador website:

Our delegation fulfilled a packed agenda with high level organisations and officials of the Estonian government, private sector and academia who shared their experience in the implementation of digital government, cybersecurity and presented their development in innovation and digital transformation.

Estonia, a young state in north-eastern Europe, independent since 1991, has managed to become the most advanced digital society globally. A national effort, which through a permanent dialogue between the public, private and academic sectors has managed to position the country as a world reference in the adoption of digital technologies.

Estonia established clear principles that put the citizen at the centre of technological development, offering security and transparency.

The study visit ended with important commitments to take advantage of Estonia’s experience in the areas of cybersecurity, interoperability, digital transformation, education (R+D+I), cyber diplomacy, among others.

In the words of the Deputy Minister of Telecommunications, Felix Chang, “Estonia showed us that inteoperability is a more human than technological challenge and the value of collaborative work.”

For his part, the Deputy Minister of the Interior, Freddy Ramos, stressed that the visit “allowed to have a holistic vision of security, focused on cybersecurity, as well as the technological shielding of the critical systems and infrastructures of the Ecuadorian State. All this is possible if the institutions work as a team, with a clear understanding of this need, from all branches of the state. Its institutions and society must unite in fostering a culture of technological safety.

Innovation is a real development alternative for Ecuador and the new digital diplomacy brings opportunities for the country’s economic growth.

The Ecuadorian delegation formed by the Ministry of Telecommunications, Ministry of the Interior, Ecu-Cert, Foreign Ministry, was accompanied by representatives of Red CEDIA and the Delegation of the European Union in Quito.

The regional cooperation project Cyber4Dev is funded by the European Union and implemented by the Estonian Information System Authority. The project has been working in Ecuador since 2020 and has advised the State in the elaboration of its first National Cybersecurity Strategy and trained more than 6000 public and private officials in Cybersecurity and digitalization issues.
